Plans, Reports & Budgets

A CRA is responsible for developing and implementing a Community Redevelopment Plan that addresses the unique needs of the targeted area. The Plan includes the overall goals for redevelopment in the area, as well as identifying the types of short and long-term projects planned for the area. A CRA’s annual Budget is based on the strategic implementation of the projects and programs anchored in the Community Redevelopment Plan. As required by Florida Statutes, the Agency produces an Annual Report outlining its activities for the previous fiscal year that includes performance metrics and financial position. The annual Audit is completed by independent auditors and distributed to each taxing authority. Audited financial statements for the CRA are included within Palm Beach County’s Annual Comprehensive Financial Report (ACFR).

Redevelopment Plan Focus Areas

With the adoption of the amended Community Redevelopment Plan in 2017, the Westgate CRA shifted its focus from priority public infrastructure improvements  to economic development and vertical redevelopment.

The CRA established focus areas based on an analysis of existing conditions and the identification of opportunities, needs and challenges in the redevelopment area. Focus areas may overlap since many CRA activities are interrelated and serve a common purpose. The projects and programs of the CRA are designed to solve underlying problems which have a blighting influence on the redevelopment area, satisfy basic needs of the resident and business community, or take advantage of opportunities for economic advancement and aesthetic improvement.

When the CRA was created in 1989 it was charged with creating a Community Redevelopment Plan that would meet the requirements of State Statutes and address conditions of slum and blight within the target area. The first Community Redevelopment Plan was approved by the Palm Beach County Board of County Commissioners (BCC) on May 23, 1989 with the adoption of Res. #89-929. The 1989 Plan was amended and adopted by BCC resolution Res #91-422 on April 2, 1991. BCC Ordinance #91-50, adopted on December 23, 1991, provided for consideration of the Westgate CRA as a separate legal entity, the exercise of certain powers, the creation of the Agency’s by-laws, Board membership, and the annual budget approval.

The 2005 Community Redevelopment Plan, developed from a public participation and community-wide charette process, emphasized necessary drainage and stormwater storage infrastructure improvements and neighborhood revitalization, as well as addressed future land uses to provide for higher density/intensity development patterns. The redevelopment plan is a living document that can be updated to meet the changing needs within the Community Redevelopment area. Certain projects, programs, actions and undertakings contemplated in earlier iterations of the Community Redevelopment Plan are on a long implementation arc, and continue in present day work efforts. In 2017, the CRA amended its Community Redevelopment Plan with a shift in focus from priority public infrastructure improvements to economic development and vertical redevelopment. The amended Community Redevelopment Plan was created with community and stakeholder input and outlines strategies for:

  • creating a sense of identity and arrival through place-making efforts;
  • addressing crime, chronic loitering, and property maintenance issues;
  • forging public-private partnerships to attract new investment into the area;
  • increasing workforce housing stock and promoting home ownership; and,
  • engaging the community through outreach, active recreation space, and public art.

The amended Community Redevelopment Plan was approved by the CRA Board on June 12, 2017 and adopted by the BCC on October 3, 2017 via Res. #R-2017-1522. The Plan, maps, and supporting documents can be viewed and downloaded by clicking on the links below.
